Garland David Kisner passed away peacefully at EIRMC on Friday, June 5, 2026, surrounded by his family. He was born October 12, 1946, in Philippi, West Virginia, to David Garland and Mary Eleanor Elliott Kisner, the third of eight children.
Garland was a true jack of all trades. Throughout his life he worked as a cook, truck driver, painter, welder, and diesel mechanic. He married Ilene Mozelle Parr on January 8, 1965. They later divorced. He then married Debra Jean Harris on March 8, 1989. Two days later, on March 10, 1989, they joined The Church of Jesus Christ of Latter-day Saints and were sealed in the Idaho Falls Temple on May 8, 1992.
Garland loved to work. He spent 30 years at Foster Farms and later worked for Holst Trucking after what he called retirement—more than once. Those who knew him understood that sitting still simply wasn’t in his nature. He enjoyed woodworking, welding, tinkering, working on trucks, and junking (some may say he even had his own junk yard). Garland worked hard throughout his life to provide for those he loved, and his family was the center of everything he did. Together, Garland and Debbie opened their home and hearts to 86 foster children and teenagers over the years, many of whom remained a cherished part of their extended family. He loved being a husband, father, grandfather, and great-grandfather and was happiest when surrounded by those he loved.
He is survived by his loving wife, Debbie; siblings — Darlene Barnes, Dixie Hunter, Eugene (Cyndi) Kisner, William “Wild Bill” Kisner, Dianne (Greg) Hall, and Twila (Dave) Harris. Children — David (Janette) Kisner, John (Joanna) Kisner, Kenneth (Valena) Kisner, Kathy (Dave) Sharp, Tesha Kisner, Angie (Josh) Jacobs, Jackie (Brody) Jones, son-in-law Jared Hedelius, Mindy (Justin) Stocks, Blake (Ashley) Webber, and many foster children that Garland and Debbie loved.
Grandchildren — Nathan (Rachel) Kisner, Zack (Lila) Kisner, Kelsey Kisner, Jacob Kisner, Melecia Kisner, Carissa Kisner, Amanda (Nick) Weekes, Desiree (Taylor) Buckway, Brooklyn (Brian) Jordan, Kassidy (Andrew) Richey, Lindzi Kisner, Demery (Jacob) Kullberg, Emma (Trevor) Nef, Alesha (Lance) Thornton, Ethan Kisner, Vincent Kisner, Jesse Kisner, Colton Sharp, Jordan Sharp, Kiara (Trey) Peck, Ashley (Aiden) Zwahlen, Hazel Jacobs, Laynie Jacobs, JariKa Gamble, Riley (Annabelle) Hedelius, MaKenna Hedelius, Hannah Hedelius, Dakota Stocks, Teagen (Katie) Stocks, Dalten (Chantel) Stocks, MaKaela (Jordan) McMinn, Ryett Webber, and Ruger Webber.
Great-grandchildren — Adelaide Kisner, Henry Kisner, Declan Kisner, Amelia Kisner, Elora Buckway, Emmett Buckway, Brian Jordan, Missy Mae Jordan, Charlotte Jordan, Wyatt Richey, Soren Thornton, Lydia Thornton, Will Nef, Paysin Peck, Holdin Peck and one on the way. He was preceded in death by his parents David and Mary, his brother, Jerry Kisner, grandson Christopher Kisner and great-grandson Oliver Peck.
Funeral services will be held at the LaBelle LDS Chapel (4223 East 528 North) on Wednesday, June 10, 2026, at 11:00 a.m. There will be a viewing Tuesday evening at the church from 6:00–7:30 p.m. and again on Wednesday morning prior to the services from 9:30–10:45 a.m. Burial will be in the Rigby Pioneer Cemetery.
